Contributions recorded against Bashar al-Assad are intended for Syria Civil Defence, known internationally as the White Helmets. Syria Civil Defence is a volunteer emergency response organisation that has operated in Syria since 2013, rescuing civilians from the rubble of attacks, including chemical weapons attacks documented by the Organisation for the Prohibition of Chemical Weapons. More than three hundred White Helmets volunteers have been killed in the course of their rescue operations.
